Background & Education

James Whitfield holds a Master of Health Administration (MHA) from the Milken Institute School of Public Health at George Washington University, where his graduate studies concentrated in health policy, healthcare finance, and organizational management. He is a Certified in Healthcare Compliance (CHC) through the Health Care Compliance Association (HCCA), a credential he has maintained with continuing education requirements since 2016.

His educational background bridges healthcare management, regulatory compliance, and health policy — the intersection that defines most of the content he oversees at Holy Rosary Healthcare.

Professional Experience

James spent a decade in healthcare administration, primarily in hospital billing, insurance contracting, and patient financial services. He served in progressively senior roles at regional health systems, including as Director of Revenue Cycle Operations and later as a Compliance Officer responsible for ensuring adherence to federal and state billing regulations, coding requirements, and patient financial assistance obligations.

In those roles, he developed deep expertise in how health insurance actually works in practice — the mechanics of prior authorization, the specifics of behavioral health parity enforcement under the Mental Health Parity and Addiction Equity Act (MHPAEA), the landscape of Medicaid managed care plans, Medicare Part A/B/C/D coverage structures, and the ACA marketplace plan design. He also developed expertise in explaining insurance concepts to patients and staff in accessible, non-jargon language — a skill directly applicable to his editorial work.

James has particular familiarity with the insurance landscape for behavioral health treatment, where coverage rules are complex, parity enforcement is inconsistent, and patients frequently encounter denials that require appeals.
